For what it's worth, the stop sign was partially obscured by a temporary building on a construction site.

...If you haven't already done so, you might want to take pictures of the construction site (It's amazing how quickly obscured road signs are fixed just after an accident!)...Then, suggest he talk to his insurance carrier and/or seek competent legal counsel regarding possible legal recourse.
